Is the Steelers vs Browns still considered a RIVALRY?

I know on paper it is cause there in the same division and it goes back along time. but it seems it a bit lopsided, and steelers fans don't seem to care any more about the browns they seem to be more focus on the ravens and when the play the steelers. I know brown fans care but there's really no point. the steelers have 6 SB and the browns 0. what do you steeler fans think? maybe its more of a pittsburgh vs cleveland thing than a steelers vs browns? city vs city not team vs team.
