Gas leaking only when filling the tank up?

there is an espansion tank in the fender or somewhere higher than the main gas tank.. when you fill it to much the gas flows into the expansion tank and then tries to feed back to the main tank... know your capicities.. if your tank holds twenty stop it at eighteen.. then no waste.. ok
