How come military people can get out of tickets from cops?

Its not always like that though- my husband got a ticket a week before he had to report back to Cali. He showed him his ID and the cop knew he was military - my husband told him he had to leave the same week-so it was a hle. I do admit that military does get by sometimes- i did just the other day being his wife.
