I would first have to ume Bush is corrupt like Clinton was and I don't believe he is, secondly I'd have to then gauge how much like Clinton Rudy is, and it seems they are polar opposites since Rudy took action and got his city back on it's feet instead of hiding in his office hitting on interns.
