P&S: When the hell does "Y" count as one of the vowels?

Especially when sounding like long I, as in sky, dry, and try. And also it acts like the second vowel (making the first vowel long) as in may, tray, and bay. On a side note, w can also act like a vowel. The words snow, know and grow have long o's because of the w.
